
Norris Lozano
Norris Lozano serves as a Senior Tax Attorney at Durfee Law Firm, bringing over three decades of expertise in tax credits, incentives, compliance, and resolutions. His extensive background includes handling tax controversies through audits, appeals, and cases in the United States Tax Court.
Norris earned his Bachelor of Science from the University of Texas, Dallas, and later, his Doctor of Jurisprudence from the SMU Dedman School of Law. He also pursued advanced studies in Applied Information Management at the University of Oregon and in Artificial Intelligence for Business at UC Berkely.
Throughout his career, Norris has gained in-depth knowledge across real estate, corporate law, and
regulatory compliance. He began his legal journey in Texas as an attorney specializing in syndication, tax, real estate, and banking regulations. He later moved into private-sector roles in Portland, Oregon, where he was CEO and General Counsel for a large manufacturing company. directed business lending, regulatory compliance, and financing, establishing public/private partnerships and strategic alliances. In Malibu, California, Norris expanded his expertise as a corporate executive and regulatory specialist, focusing on tax-motivated transactions, tax credits, tax resolutions, and IRS-related cases. Recently, he co-founded a tax-resolution enterprise in Arizona, which represents clients before the IRS in audits and U.S. Tax Court cases. Norris has extensive experience in partnership tax, private equity, and fund management, especially in highly regulated startup environments. His notable achievements include overseeing the development and financing of the first Platinum LEED Historic Green Building in Portland, Oregon, using New Market Tax Credits. His work in structured finance and tax credits has driven low-income housing and commercial projects, emphasizing job creation in Portland, Los Angeles, San Diego, and New York.
Recognized for his adaptability and collaborative approach, Norris builds trust by simplifying complex legal matters and fostering client confidence. He is known for uniting the nonprofit, public, and private sectors to create successful, mission-driven partnerships.
Norris has led organizations involved in commercial lending, SBA lending, New Market Tax Credits, and Historic Tax Credits. He has built knowledge management systems to
train teams on regulated projects and has received numerous accolades, including Harvard University’s 2006 "Top 50 Programs: Innovations in American Government" award and a 2007 Award for Excellence from the Urban Land Institute for his work on the Gerding Theater project.
He has served on the boards of several national nonprofits and private companies, including a decade-long directorship at ecoAmerica.
