Jurisdiction

The extent to which a government or state authority can exercise control or decision making power over a person, property or issue.  For courts, jurisdiction is the extent of the power to make binding and enforceable decisions.  For governmental agencies, jurisdiction is the scope of control or rule making and enforcement authority over certain people, property or functions.
